Reviewing Dam-Failure Flood-Risk Preparedness Education in Inclusive Communities under the Sendai Framework for Disaster Risk Reduction (SFDRR): Current Status and Limitations

Abstract

The United Nations (UN) has taken a proactive stance in addressing climate change challenges by introducing the Sendai Framework for Disaster Risk Reduction (SFDRR-2015-2030), serving as a comprehensive blueprint for managing the repercussions of disasters. Significantly, the seven SFDRR targets are intricately linked to the Sustainable Development Goals (SDG-2030), contributing to the overarching objective of sustainable communities within the broader UN global framework. Consequently, the risk of floods resulting from dam failure poses a significant threat to communities. Educating inclusive communities about disaster preparedness becomes pivotal for mitigating this risk. However, existing research and practical efforts have identified gaps, particularly in understanding the correlation between inclusive community involvement and disaster risk preparedness education, specifically in the context of dam failure and subsequent floods. To address this gap, the present study strategically explores previous research on the role of the SFDRR in enhancing inclusive communities' educational efforts regarding the risks of natural disasters. The study aims to provide a significant analysis of the adoption of the SFDRR to improve preparedness education against dam-related flood risks, particularly for the inclusive community at risk.
