Generative AI offers profound potential for education, yet many institutions struggle to translate pilots into measurable productivity gains. This paper introduces a strategic framework for GenAI integration, moving beyond technology-first approaches to focus on value-driven, human-centered implementation that truly enhances learning outcomes and institutional effectiveness. Drawing on Gartner's productivity research and real-world experience across diverse educational environments in Singapore and Asia, we reveal critical success factors: strategic alignment with institutional goals, targeted application in high-value educational use cases, and thoughtful integration with existing pedagogical approaches. The core contribution is the Educational AI Value Matrix, a novel tool for systematically mapping potential GenAI applications against implementation complexity and expected impact, enabling leaders to prioritize investments effectively. Case studies from K-12 and higher education demonstrate how this framework has successfully guided personalized learning pathways, intelligent content creation, and administrative efficiency, highlighting practical applicability.
